1. Identify the rejected part of the journey
| Feedback or observation | Inspect first | Evidence to preserve |
|---|---|---|
| Opt-in method cannot be verified | The exact submitted URL or evidence link, opened without your login | Link, access result and dated capture |
| One collection method is missing | Every declared collection path, not just the main website form | Method list and the description submitted for each |
| Consent language is missing or unclear | What appears before the visitor makes the choice | Visible text, sender identity, message purpose and related disclosures |
| Choice is preselected | The initial form state in a fresh session | Before-interaction capture and control state |
| Rejection repeats after a website edit | Submitted version versus currently live version, including old popups | Change history and exact affected URLs |
| SMS starts when the visitor declines | The stored consent state and downstream automation | Controlled test record and workflow history |

For direct Twilio campaign feedback, 30917 concerns incomplete descriptions of one or more opt-in methods; 30924 concerns consent-agreement language; 30925 concerns affirmative opt-in, including controls that are selected by default. Use the actual returned code, not whichever description seems closest.
2. Check the registration method before changing the form
HighLevel’s required-fixes guidance distinguishes Chat Widget Setup from Manual Setup. Widget-related corrections can concern the website, other forms or policy links rather than rewriting platform-generated consent fields. Manual Setup corrections concern the submitted consent methods and information. Open each required-fixes entry and follow the instructions for your setup. See HighLevel’s required-fixes guide.
For HighLevel web forms, the current campaign best practices call for optional, initially unselected SMS consent and separate marketing/non-marketing choices when both are collected. They also describe the disclosures and accessible policy links to check. Evaluate those requirements against the actual program; do not copy a generic promise about message frequency or data practices that is untrue.
3. Build a collection-path inventory
Check the booking form, contact form, footer popup, chat widget and any other path your campaign says can enroll a recipient. A corrected main form does not establish that an older popup is correct.
Copy this working table and add one row per path:
| Path / exact URL | What the submission says | What the visitor actually sees | Evidence reference / date | Owner / unresolved difference |
|---|---|---|---|---|
| ______ | ______ | ______ | ______ | ______ |
| ______ | ______ | ______ | ______ | ______ |

For a paper form, QR journey or login-protected experience, document the real collection path and provide evidence through the provider’s accepted method. HighLevel describes shareable evidence for experiences that cannot be inspected publicly. Test the evidence link while signed out. Do not replace a real offline process with a fictitious web form created only for review.
4. Run a controlled consent test
Use your own test contact and an authorized test setup. Begin with no inherited SMS consent on that test record. A previously opted-in contact can produce a misleading result if you are trying to test what happens when a new visitor declines.
- 1
Open the exact collection URL in a fresh private session on desktop and mobile.
- 2
Record the initial choice state and visible text before interacting.
- 3
Submit the required non-SMS fields while leaving SMS choices unselected.
- 4
Inspect the saved record and automation history. Confirm that this submission did not create new SMS permission or enroll the contact into the tested SMS program.
- 5
With a separate clean test record, select one offered SMS category and repeat.
- 6
Compare the stored choice with the messages or workflow enrollment it authorizes. Test each category separately where categories exist.
Do not clear a real contact’s opt-out or force a production send just to complete the test. If you cannot safely observe the downstream behavior, mark the result unverified and assign an owner.
| Test | Expected observation for the stated scenario | Save | If it fails |
|---|---|---|---|
| New visitor; SMS unselected | Inquiry can complete under the HighLevel web-form guidance; no new permission for this SMS program | Form state, record and workflow outcome | Inspect required-field validation and enrollment rules |
| Only service-update consent selected | The saved choice does not also become marketing consent | Selected category and downstream state | Inspect field mapping, tags and automation conditions |
| Marketing choice selected | The record preserves that specific choice and collection context | Text/version, source and time | Fix missing or ambiguous consent recording |
| Mobile versus desktop | Same intended choices and disclosures remain accessible | Both captures and device/session details | Inspect hidden text, overlays or different form variants |
| Evidence link opened signed out | Reviewer can inspect the intended evidence | Access result and link | Repair sharing/access or use the accepted evidence route |

The storage fields and test procedure are operational recommendations. Provider review of a screenshot is not proof that your downstream automation behaves correctly.
Hypothetical example: the form is fixed, but the campaign still describes the old popup
Illustration only. Cedar Home Services is fictional; no approval or client outcome is claimed.
The campaign submission describes enrollment through a footer popup. The agency later adds separate SMS choices to the booking form. The footer popup remains live, and the submission still points to it.
| Item | Observed in this hypothetical setup | Next action |
|---|---|---|
| Submitted description | Names the footer popup | Establish whether that is still an active collection method |
| Updated booking form | Shows separate service-update and promotional choices | Test the behavior and record its exact URL |
| Old popup | Does not show the revised choices | Correct or retire it through the appropriate website process |
| Workflow | Enrolls every new inquiry in promotional SMS | Make enrollment reflect the consent actually obtained |
| Review evidence | Captures only the booking form | Reconcile evidence with every method declared in the submission |
- Item
- Submitted description
- Observed in this hypothetical setup
- Names the footer popup
- Next action
- Establish whether that is still an active collection method
- Item
- Updated booking form
- Observed in this hypothetical setup
- Shows separate service-update and promotional choices
- Next action
- Test the behavior and record its exact URL
- Item
- Old popup
- Observed in this hypothetical setup
- Does not show the revised choices
- Next action
- Correct or retire it through the appropriate website process
- Item
- Workflow
- Observed in this hypothetical setup
- Enrolls every new inquiry in promotional SMS
- Next action
- Make enrollment reflect the consent actually obtained
- Item
- Review evidence
- Observed in this hypothetical setup
- Captures only the booking form
- Next action
- Reconcile evidence with every method declared in the submission
The problem is not simply “the reviewer missed our new checkbox.” Several records disagree. Resolve the actual collection and automation behavior, then describe it accurately in the submission.
What a useful consent example should show
Instead of borrowing a full disclosure blindly, annotate your own form with these questions:
- Who sends the texts, and does that match the submitted business?
- What messages does each choice authorize?
- What frequency does the business actually intend to use?
- Where can the visitor see applicable rates, HELP/STOP information and policies?
- Is the choice active and specific, rather than bundled into general acceptance?
- Can the chosen permission be traced into the downstream workflow?
For a hypothetical booking-update option, the stated purpose might be appointment confirmations and scheduling changes. A discount campaign is a different purpose to evaluate, not an automatic extension of that choice. These are illustrative distinctions, not approved disclosure copy.
Before resubmitting
- Every rejection reason has a matching correction or an explicit support question.
- Every declared collection method has a complete description and reviewable evidence.
- The live path, saved permission and intended messages agree.
- Desktop/mobile tests and evidence access checks are recorded.
- Changed evidence links point to the version you intend reviewers to inspect.
- Your platform permits the proposed correction/resubmission for the affected fields.
If the business identity itself failed, use the brand registration guide. If registration is approved and the issue is a specific failed send, use the delivery troubleshooting guide.
Need help finding the mismatch?
Request an A2P rejection review with the complete feedback, setup method, public collection URLs and a short change history. Agree the review scope before sharing private records or requesting implementation. A technical review cannot guarantee approval or replace advice about legal obligations.
